API Connect licensing under Cloud Pak.

API Connect is most often consumed through Cloud Pak for Integration, which means it inherits the platform's metric and rules. It is metered in Virtual Processor Core under container sub-capacity reporting, and on a container platform a measurement gap can be charged against the whole cluster. That single rule is where most API Connect exposure lives, and it is reversible.

API Connect as a Cloud Pak entitlement

While API Connect can be licensed on its own, in most modern estates it is delivered as a capability of Cloud Pak for Integration. When it is, the licensing follows the Cloud Pak model rather than a standalone API Connect metric. The platform is metered in Virtual Processor Core, and your entitlement is a VPC allowance that the deployed integration capabilities, API Connect among them, draw against through defined ratios. The first reconciliation question is therefore how much VPC the API Connect workload genuinely consumes, and whether the ratio used to translate the Cloud Pak entitlement is the one you were actually granted.

VPC and the post v11 measurement rule

Virtual Processor Core became subject to ILMT based sub-capacity reporting under Passport Advantage version 11, which applied to existing customers from May 1 2023. Manual or estimated counting is no longer permitted for VPC metered products. For API Connect on Cloud Pak that means the deployment must be measured continuously by ILMT or an approved tool, and a deployment that is not being measured properly cannot demonstrate the sub-capacity position it is entitled to. The measurement obligation is the same one that governs core based products, applied to a container platform.

The cluster charging trap

The container rule is what makes API Connect exposure serious. Where the Cloud Pak deployment cannot demonstrate a clean sub-capacity position, IBM can charge for all of the cores in the cluster, not only the cores running API Connect. A small measurement deficiency confined to one part of the platform can therefore be sized against the entire cluster, turning a minor gap into a cluster wide claim. This is the largest and most common way an API Connect under Cloud Pak finding inflates, and because it rests on a measurement deficiency rather than a real over deployment, it is also among the most reversible.

How the finding is defended

The defense reconstructs the VPC position from platform measurement: confirm the entitlement ratio that applies to your Cloud Pak, prove how much VPC the API Connect workload actually consumes under ILMT, and demonstrate the sub-capacity position so the count is held to the cores genuinely running the software rather than the whole cluster. Where the measurement was incomplete, the remedy is to restore proper measurement and reconstruct the period, which usually collapses a cluster wide claim back to the real consumption. The work is methodical, and it turns the container charging default from a verdict into a measurement question.

What this means under audit

API Connect under Cloud Pak is a VPC finding governed by container sub-capacity rules. Confirm the entitlement ratio, prove the API Connect VPC consumption with ILMT measurement, and demonstrate the sub-capacity position before accepting any count. Cluster wide charging almost always traces to a measurement gap you can correct, not a real over deployment of the whole cluster.

Is your API Connect finding sized against the whole cluster?

Our Audit Defense engagement reconstructs the API Connect VPC position from Cloud Pak measurement, confirms the entitlement ratio, and demonstrates the sub-capacity position so the count rests on the cores you actually run, not the entire cluster.
